ABSTRACT
On the basis of long-term hourly sequences of climatic and actinometric data for the period from 2001 to 2023, the energy indicators of solar power plants (SPPs) were analyzed, the expected values of their capacity factors (CF) were calculated, and a statistical analysis of the main characteristics of the instability of energy production was carried out. The calculations were performed for the whole territory of the Russian Federation, divided into 3498 cells with a geographical resolution of $1^\circ\times1^\circ$. A criterion for selecting priority regions of the country for the construction of new solar power plants has been formulated, according to which a region is promising if its territory contains sites (cells) for which the capacity factor of the solar power plant is expected to be no lower than those announced for construction in Russia in the next few years (16\%), and the maximum duration of the interruption and the sum of the interruptions in power generation are expected to be no higher than similar design values for these announced solar power plants: 260 hours and 140 thousand hours (on average, 70\% of the year). These three values were chosen as criteria for the selection of promising regions of the country for the construction of solar power plants. It turned out that 40 of 85 federal subjects of Russia have at least several sites that meet the criteria and can be considered as promising for the construction of solar power plants. At the same time, the selection of specific sites for making a decision on the construction of new solar power plants should be carried out taking into account the region's demand for additional energy generation, the characteristics of the local energy system, the conditions for integrating the solar power plant into it, and other factors.
